What does the lit green light on a circular traffic signal indicate?

Question

DentroTest · Accepted Answer

A steady green light on a circular traffic signal means passage is permitted. As a general rule, the vehicle has the right of way over those on the cross street. However, it is vital to remember the safety exception: even with a green light, you must not enter the intersection if it is foreseeable that you will get stuck in the middle, blocking cross traffic. Additionally, if turning, you must yield to pedestrians and animals crossing the road you are entering.
