Is the moped equipped with an engine for its propulsion?

Question

DentroTest · Accepted Answer

The correct answer is that Yes, it has an engine, but legally it is not considered a motor vehicle. This is one of the most important distinctions in the General Vehicle Regulations. Although physically a moped has an engine (with a displacement not exceeding 50 cc or power up to 4 kW and a maximum speed of 45 km/h), the law excludes it from the 'Motor Vehicle' category. It is classified under 'Non-motor vehicles' for regulatory purposes. Why is this important? This legal classification forces mopeds to follow different rules than motorcycles or cars, such as the obligation to ride on a passable and sufficient shoulder on interurban roads, and the general prohibition on riding on motorways and dual carriageways.
