May people travel in the space reserved for cargo in a goods transport vehicle?

Question

DentroTest · Accepted Answer

As a general rule, people must be transported in seats designed for that purpose. However, the General Traffic Regulations establish an exception: transporting people in the cargo area is permitted only if there is an express administrative authorization allowing it and the safety of the passengers is guaranteed (vehicle suitability). The answer suggesting 'without restrictions' is incorrect as it is dangerous, and the absolute negative is incorrect as it ignores this administrative exception.
