While riding on the shoulder, is a bicycle allowed to overtake an animal-drawn vehicle?

Question

DentroTest · Accepted Answer

Yes, it is allowed. Although the general rule states that drivers of vehicles obliged to travel on the shoulder cannot overtake each other if driving in parallel exceeds 15 seconds or 200 meters, there is an exception for bicycles. Cyclists may overtake other vehicles traveling on the shoulder (such as animal-drawn vehicles or small tractors) due to their agility and speed difference, provided the maneuver is performed without endangering other road users.
