Second Stop: If visibility is zero or insufficient from that first point, you must crawl forward cautiously to the point where you have clear visibility and stop again to yield to cross traffic. Stopping only where visibility is good would be incorrect as it ignores the stop line, and stopping only at the line would be dangerous as you would be crossing blindly.
