The correct answer is yes, because the road is considered insufficiently lit.  To understand this, we must look at the legal definition: A road is considered insufficiently lit if, with normal vision, a license plate cannot be read at 10 meters or a dark-colored vehicle cannot be distinguished at 50 meters.  Although it is usually recommended to use low beams and fog lights in heavy rain to avoid self-glare from reflection on water droplets, regulations permit the use of high beam headlights (main beam) on interurban roads if this visibility condition is met and other road users are not dazzled.
