A broken yellow line (or zigzag line) on the curb or edge of the roadway means that parking is prohibited or subject to some temporary restriction, such as loading and unloading times indicated by vertical signs.  Key difference with the solid line: Solid Yellow: Prohibits BOTH stopping and parking. Broken Yellow: Prohibits parking, but DOES permit stopping (immobilization of the vehicle for less than 2 minutes without the driver leaving it).
