What does a non-flashing green light on a circular traffic signal indicate for vehicles?

Question

DentroTest · Accepted Answer

A steady circular green light indicates that passage is permitted. As a general rule, you have right-of-way over vehicles on the crossing road. However, the correct answer specifies 'with exceptions' because traffic regulations prohibit entering an intersection, even on a green light, if traffic is backed up such that you would likely get stuck in the middle of the junction, blocking other road users. Therefore, it allows passage, but with that vital safety exception.
