The status of a novice driver applies only during the first year after obtaining the first driving license. If a person already holds a license, such as class B, for more than a year, they will not be considered a novice again when obtaining a new license. Therefore, they will not have to display the V-13 sign (the "L"). Furthermore, having more than two years of experience, their maximum blood alcohol limit will be the general one.
