The correct answer is It is not permitted. According to Spanish General Traffic Regulations, towing an accident-damaged or broken-down vehicle must only be performed by vehicles specifically designed for this purpose (tow trucks/recovery vehicles).  Although regulations mention an exception allowing a vehicle to be towed to the nearest safe place, this exception never applies on motorways (autopistas) or dual carriageways (autovías). On these high-speed roads, due to the severe safety risks, using ropes or bars between private cars is strictly forbidden.
