Therefore, if transporting bulk, dusty, or odor-generating materials (such as rubble, sand, or manure), it is mandatory to carry them completely covered and securely fastened, generally using tarps or similar devices that prevent their dispersion by the wind or the vehicle's movement. A hermetically sealed vehicle is not required, but effective covering is.
