Snow chains or anti-slip devices must always be placed, at a minimum, on the drive wheels, which are the ones that receive power from the engine and move the vehicle forward. In front-wheel drive vehicles, chains go on the front wheels. In rear-wheel drive vehicles, chains go on the rear wheels. In 4x4 vehicles, ideally on all four, but if you only have one set, consult the manufacturer's manual (priority is usually given to the front axle to ensure steering as well). Placing them on the steering wheels (if they were not drive wheels) would not help to start moving, as the pushing wheels would spin without grip.
