The general rule (General Traffic Regulations) states that towing a broken-down or accident-damaged vehicle must only be carried out by tow trucks specifically intended for this purpose. Exception: On secondary or urban roads (never on motorways or dual carriageways), towing by another vehicle is exceptionally allowed, but only to the nearest place where it can be immobilized without obstructing traffic and provided it is done under safe conditions.
