When is a driver considered to be driving at an appropriate speed?

Question

DentroTest · Accepted Answer

Appropriate speed is that which allows the driver to master the vehicle in the face of any obstacle or unforeseen event. Simply respecting maximum limits (legal speed) is not enough, as these are set for optimal conditions. The correct answer is to adapt the speed to the conditions of the driver, the vehicle, and the environment (weather, traffic, road condition). For example, even if the limit is 90 km/h, if there is dense fog, the appropriate speed will be much lower. Driving 'very slowly' without justification would be considered abnormally reduced speed, which is also prohibited.
