While driving on a highway, if a passenger car maintains a speed of 70 km/h without justification, is this behavior punishable?

Question

DentroTest · Accepted Answer

It is not punishable. According to the General Traffic Regulations in Spain, when driving on highways (autopistas) and dual carriageways (autovías) with a passenger car, the limits are: a maximum speed of 120 km/h and a minimum speed of 60 km/h. Driving below 60 km/h without justification (such as a breakdown or heavy traffic) is considered an infraction for 'abnormally reduced speed'. Since 70 km/h is above the legal minimum, the driver is complying with the regulations, even if they are driving at a moderate speed.
