On motorways, the general minimum speed is 60 km/h. If, due to an emergency (breakdown), you drive below this limit, it is considered 'abnormally reduced speed'. The rule states that if you are driving at an abnormally reduced speed AND impeding traffic, you must legally use the hard shoulder and leave the road at the first exit. If you were not impeding other vehicles, you could drive in the right lane, but still must exit at the first opportunity. Stopping on the shoulder is only correct if the vehicle is completely immobilized.
