As a general rule, overtaking must always be done on the left of the vehicle to be passed. It is strictly forbidden to use the hard shoulder for overtaking maneuvers, regardless of its width or condition. Only in very specific cases is overtaking on the right allowed, such as when the preceding vehicle indicates its intention to turn left. However, even in those exceptions, you must never drive on the hard shoulder to overtake.
