In which situation is it permitted for people to travel in the cargo space of a goods vehicle?

Question

DentroTest · Accepted Answer

As a general rule, it is prohibited to carry people in the space intended for the load because of the safety risk this involves. However, the General Traffic Regulations provide for very specific exceptions: people may only travel there if the conditions established in the provisions governing the matter (specific regulations) are met. This usually involves special authorizations or vehicles fitted out for this purpose. The options 'rural area' and 'empty vehicle' are incorrect, since neither the geographic location nor the absence of cargo exempts from compliance with the safety rules or makes the space suitable for passengers.
