According to Annex I of the Traffic Law, a driver is defined as the person who operates the steering mechanism or is in command of a vehicle. It is crucial to consider these exceptions and nuances: Learning Vehicles: In the case of practical lessons, the legal driver is the person in charge of the additional controls (the instructor), not the student holding the steering wheel. Pedestrians vs. Drivers: Anyone pushing a cycle or two-wheeled moped on foot is considered a pedestrian, not a driver. However, someone pushing a motorcycle on foot generally falls under driver regulations, though the primary definition relies on operating the mechanism.
