Below what speed is a passenger car considered to be driving at an abnormally low speed on a motorway?

Question

DentroTest · Accepted Answer

On motorways (autopistas) and dual carriageways (autovías), traffic flow and safety are priorities. For a passenger car, the generic maximum speed is 120 km/h. Regulations state that driving below 60 km/h is considered abnormally reduced speed. This is prohibited because such a large speed difference relative to other road users creates a high risk of rear-end collisions. Driving below 60 km/h is only permitted if there is a justified cause, such as adverse weather conditions, heavy traffic (jams), or a breakdown.
