Under what specific circumstance can a motorway pass through an urban area?

Question

Motorways are primarily designed for interurban roads, but they can pass through urban land when acting as ring roads or bypasses. The purpose of this is to divert through-traffic around the urban core to avoid congestion in the city center and improve road safety. It is important to remember that, even if they pass through an urban area, they maintain motorway characteristics (such as access control), so they cannot function as main streets with direct access to local properties. Additionally, unless signed otherwise, the generic speed limit on these urban motorways is 80 km/h.
