The General Traffic Regulations (Art. 111) establish specific rules for those using skates or skateboards. They are allowed to travel on sidewalks or residential streets if they do so at a walking pace, but they are prohibited from traveling on the roadway and, very explicitly, are prohibited from being towed by other vehicles. This prohibition is absolute due to the serious danger of falling and being run over.
