To minimize the risk of fire or explosion from fuel vapors, regulations require much more than simply stopping the vehicle. It is mandatory to stop the engine completely. Additionally, you must switch off all lights, disconnect auxiliary electrical systems (such as the radio or sound systems), and turn off devices that emit electromagnetic radiation, such as mobile phones. The other options are incorrect because leaving the engine idling or using hazard lights keeps electrical circuits active, which could generate sparks.
