Traffic regulations state that seat belt use is mandatory for all occupants. However, there is a specific exception in the General Traffic Regulations: those individuals who possess a certificate of exemption due to serious medical reasons or disability. This certificate must be shown to law enforcement officers upon request. Analysis of other answers: People over 65 years old: False. Age is not a factor that exempts one from safety rules; restraint systems are mandatory regardless of age. Valid health report: False. A generic health report is not valid for this purpose; the specific exemption document is required.
