Why not just position lights? Position lights indicate the vehicle's presence and width but are not sufficient for driving; they must always be accompanied by low beams when the vehicle is moving.   Why not high beams? High beam (main beam) headlights are only permitted on insufficiently lit roads outside built-up areas. Since the tunnel is described as 'well-lit', using high beams is prohibited to prevent dazzling other drivers.
