What cargo can special vehicles transport when circulating on public roads?

Question

DentroTest · Accepted Answer

As a general rule, special vehicles (V.E.) are built to perform specific works or services, not for the transport of goods. Therefore, they cannot transport any cargo except for the tools and accessories necessary for their function or when performing expressly authorized special transport services. Allowing 'any type of load' would equate a special vehicle (like an excavator or tractor) to a truck, which is neither its legal nor technical purpose.
