As a general rule, if a driver tests positive for alcohol (or refuses to take the test), agents will immobilize the vehicle to ensure road safety. However, immobilization will not be carried out if there is another authorized driver present (holding a valid license for that vehicle) who, after taking the test, yields a negative result. Paying the fine or carrying vulnerable passengers does not eliminate the risk posed by an intoxicated driver, and therefore these are not valid exceptions.
